Dataverse Plugin in Copilot Cowork Builds Governed Apps
Summary
Microsoft has introduced the Dataverse plugin in Copilot Cowork, enabling makers to generate a Dataverse-backed business app from a single prompt while keeping approvals, security, and governance in place. The update matters because it connects AI-driven app creation directly to trusted Dataverse data, existing security roles, and managed runtime controls.
Dataverse plugin arrives in Copilot Cowork
Microsoft has added the Dataverse plugin to Copilot Cowork, giving organizations a new way to build business apps from natural language prompts while keeping governance intact. For IT teams and Power Platform admins, this is significant because it brings app generation, data modeling, security, and publishing into a more controlled workflow.
What’s new
At PPCC 2026, Microsoft announced that the Dataverse plugin is now available in Copilot Cowork. With the plugin enabled, Cowork can:
- Connect to a specific Dataverse environment
- Create Dataverse tables and relationships
- Reuse existing records such as the Contact table
- Add business logic like capacity limits and waitlists
- Seed sample data and label it for easy cleanup
- Build and publish an app tied directly to Dataverse
In Microsoft’s example, a single prompt created an event registration app with Event and Event Registration tables, linked registrations to existing contacts, and enforced rules such as one registration per person and automatic waitlisting when an event is full.
Governance and security built in
A key message in the announcement is that governance is part of the flow, not something added later.
Security context
The plugin signs in as the user, so Copilot Cowork only works within that user’s Dataverse permissions. Server-side Dataverse checks still apply, which helps prevent privilege escalation.
Approval workflow
Every change is presented as an approval card before it is applied. That gives makers and admins visibility into table creation, relationships, and other actions.
Environment control
If the selected environment is not suitable, Cowork prompts for the correct one instead of guessing. This helps ensure the app and its data are created in the same governed environment.
Why this matters for admins
For Power Platform administrators, this update reduces the gap between AI-assisted app creation and enterprise controls. Apps created through this flow use standard Dataverse tables, so they fit existing practices for:
- Security roles
- Solutions and ALM
- Monitoring and administration
- Integration with Power Automate, Copilot Studio, and reporting
Published apps run in Microsoft Copilot Managed Runtime (preview), using Microsoft Entra sign-in and tenant governance policies. Admins can also monitor and manage these apps through the Microsoft 365 admin center.
Next steps
If you want to test the feature:
- Open Copilot Cowork.
- Go to Customize and select the Microsoft Dataverse plugin.
- Connect using your Dataverse environment URL.
- Enter an app description in plain language.
- Review each approval card before applying changes.
Microsoft recommends using a Power Apps Developer Plan environment for evaluation. Note that building apps in Cowork currently requires enrollment in the Frontier program.
This release shows Microsoft pushing Dataverse deeper into AI-assisted development, with governance staying central rather than optional.
